"Declaration of War"? What Does Hoskins Mean?

The South African Rugby Union's relationship has hit a new low after the Afrikaans newspaper Rapport report that SARU President Oregan Hoskins has been asked to explain his statements. hoskins

Hoskins said that SANZAR's enquiry into Springbok coach Peter de Villiers was a 'declaration of war' and he has now been asked to explain himself.

De Villiers suggested that the referees aided New Zealand's All Blacks as there is a rugby world cup in New Zealand next year.

The Springbok coach issued a statement a few days later saying that he did not mean to say that the referees aided the All Blacks and Hoskins said that SARU would defend De Villiers 'to the hilt'.

SANZAR has apparently now asked Hoskins to explain why their enquiry is a 'declaration of war'.
